[...] My friend Fernando Rodrigues argues that indexes like the Transparency International corruption perception index, cited above, miss the point and punish nations where corruption is openly discussed and combatted - he’s got a good point, but perceptions matter as well as companies choose where and how to do business. In countries widely perceived to be corrupt, businesses are more likely to offer a bribe when doing business. [...]

Dear Ethan,

I discovered your excellent blog a few days ago, by a link in Chris Blattman´s site. I am very glad to see you write about Brazil, my country, with such insightful comment.

Actually, the NGO where I work as a researcher, IBASE, did several workshops with ABRAJI and Fernando Rodrigues. We talked about the need of a better journalism to improve democracy and of course the central issues are transparency and information.

However, I often think that our focus became too much concentrated on the bad side of politics, and if our efforts in denouncing bad government acts are not having the disturbing side effect of making people feel disgusted and sad about public action. The widespread sensation that "all politicians are corrupt" and "if I vote, I will only encourage them".

As you know, we are in the 6th year of Lula´s government and there are lots of interesting policies going on. But the perception among the public opinion, especially middle class people, is that we live in a "sea of mud", to use a very Brazilian political expression.

I wonder if you could write a little about journalism and development. I have many colleagues (I am journalist finishing the PhD in Political Science) interested in the subject.

Best Regards
Maurício
