A very clever proposal to alter TCP to focus on limiting "congestion volume", the tendency of some applications to demand lots of resources on an already congested internet. It keeps most of the intelligence at the edges, but uses an interesting credit and debit mechanism to encourage applications to limit their number of requests in congested periods. Would very much like a critical, informed analysis of this – seems very smart to me, though hard to get engineers to implement all at once.

That’s a nice story on the text messages between doctor’s in which a boy’s life was saved. It amazes me how technology, which many of us have access to, can be used in such consructive and good spirited ways.
