The first, Mann’s approach, is to mimic some of the techniques of surveillance in a very visible way. Unfortunately, Mann’s work *hasn’t* resulted in sustained or effective critiques of security cameras. At best, Mann has simply made people angry at *him*. At worst, it’s possible that Mann’s work has inspired more surveillance.

The second is to make visible surveillance techniques currently used by governments and companies- to increase the visibility of current practices that are hidden. Two recent examples of this include Mozilla Collusion, which visualizes tracking by advertising companies, and an incredibly clever study by German researchers demonstrating that Microsoft servers check the content of links posted in Skype messages. Because this second approach raises direct visibility onto actually existing surveillance processes, I think it may fit more easily into the public discussions required for policy change.
